I can't download the.vsix file and get Visual Studio to install it on Mac and I can't find a way to locate it via the extensions (adding repository). I installed Microsoft Visual Studio 2017 on my Mac recently, hoping to use it to program in C++. It appeared to install correctly, no errors occurred, but it seems to be missing support for C++. It will only allow me to make projects using C# and F#; I don't see C++ anywhere.
Searching around, many people suggest opening up the Visual Studio Installer and add 'C++ Tools' to VS. However, when I open up the visual studio installer, I only see the necessary packages to develop in Android, IOS, .NET, MacOS, and Xamarin.
Where is C++? Do I need to configure visual studio some other way to be able to use it for C++?

As @Saad stated, there is no support for C++ on Visual Studio 2017 for macOS.
If you want to program in C++ in macOS, you can go with Xcode.

After January 14, 2020, all support calls, servicing, and security fixes will require a minimum installed version of 15.9 for the duration of the ten-year support lifecycle.
You can install the most up-to-date version of Visual Studio 2017 by using the Notifications hub, the Visual Studio Installer, or from visualstudio.microsoft.com/downloads.
We also plan to release Visual Studio 2017 for Mac version 7.7 in the coming months, and a final significant update to Visual Studio 2017 for Mac (version 7.8) in the first half of 2019, focused primarily on quality improvements. Visual Studio for Mac continues to follow the Microsoft Modern Lifecycle Policy, and Visual Studio 2017 for Mac version 7.8 will be superseded by Visual Studio 2019 for Mac version 8.0 once released.
